Commissions for Kentucky colonels are given by the governor and the secretary of state to individuals in recognition of noteworthy accomplishments and outstanding service to a community, state or the nation. In fact, I recently received my 2nd signed certificate from the Governor. I earned my first one back in early 2004. My current state of residency is Texas and it has a similar program. There are a few variants of individual criteria, even one geared to women solely. All personal awards are bestowed upon with great distinction and honors.
