The Mexican President was particularly outspoken on the shift back to open borders as it fueled weapons acquisition as well as revenue for the gangs in Mexico making his life more difficult. The governments in those countries are very different. Just because the borders aren&#39;t secure doesn&#39;t mean the people don&#39;t want them to be. Government officials, police and even military in those countries get bribed and influenced at the cyclic rate. Cartels moving drugs and folks for the sex trade ensure that there is always someone looking the other way.
