(Draw down) Is the Army Burning out the Soldiers and Units that are Black/Red on personnel but Green on missions, taskings and equipment?

This is what happens after several force reductions that started back in the 90's. Force soldiers out, then months later go commit what's left to a "War on Terror" short 300,000 troops. So, you got soldiers now having to deploy multiple times, as there are not enough replacements in the service. And w/ the "War" the carebear generation won't sign up because you don't have a "safe" spot for them or their feelings when things get rough.
