My husband (E-5) is on orders to Korea unaccompanied in November.  I am going to PCS in January. My branch manager has given me a couple of days to decide where to go. She would like to send me to Hawaii (and normally I would love to go) however HRC will not put Hawaii as my husband's HAAP location since it is OCONUS. Currently he has Ft Riley as his HAAP.  Both of our branch managers say that I should just go to Hawaii and he can request the COT once he gets to Korea, but the thought of him doing a "request" that might get declined is rather scary. Branch also said I can go to Riley rather than Hawaii, but it also looks from reading other issues that even a stateside HAAP isn't always honored. So my questions are, has anyone ever done something like this as dual military and how did it work out?  ALso, if the COT is denied what would our options be? Can we appeal it?  Lastly, if I pick Riley and they change his HAAP, then what?  I will have just PCS'd there and he will be headed somewhere else.  We are enrolled in the MACP program, so that should help.  I would really like to go to Hawaii since I have family stationed there and we are currently expecting twins, so it would be nice to have some help with the babies while he is gone...but 3 years alone if he can't come after Korea is unbearable.

The twins will be born before either of us leave.

Branch is absolutely correct a HAAP is only for stateside locations and a Soldier can not be given an OCONUS as a HAAP from an assignment. With that said I am a little concerned from your statement, it sounds like there has not been much coordination between your and your husbands assignment managers! While I don't know your situation Branches should be coordinating with each other to link you all up if not to keep you together! I will attempt to message you for further details so I can look into it tomorrow.

Our managers have been speaking, we are both 68 series, so they are located near each other and often when I call I am out on hold while mine goes to talk to his. We are totally ok with his trip to Korea...I just wish there was a little more assurance for after. If I was just a dependent it wouldn't matter as much because I could go wherever they send him...but if I PCS while he is gone and they decide he needs to go somewhere else, then what? Even if his HAAP says "A" now, it can change.

Good luck to you and your husband sergeant, my wife is Air force and has orders to Hawaii in May and I am trying to get joint domicile established because MACP does not recognize other military services and my branch manager is very hard to talk to and even more difficult to get her to work with my wife's COC on this issue... Thank God a good friend of mine has orders for Hawaii in August and he wants to stay here at Campbell because his two boys live about 3 hours away from Campbell with their mom. Back up plans...
