Most people who apply for the upgrade don't get it either. In fact, this actually is a very common occurence for service members who get out with certain kinds of discharges. You can never get a Dishonorable upgraded; you done fucked up so bad you are stuck with that. However, in the cases where a service member is discharges under conditions such as General or General Under Other Than Honorable Conditions, there is in fact a process that they may go through after their discharge to have these upgraded to Generals or possible General Under Honorable Conditions. Usually this process requires that the person stays clear of any and all legal trouble for a duration of I believe it is 6 to 12 months to first be eligable, from there it is an appeal process. I have personally written three letters for three soldiers that I personally processed out of the army in order for their discharges to be appealled and upgraded.
