Family Separation Allowance question: Qualified for FSA-R, if attending an IET-type, ex. WOCS, is that time counted for FSA?

Anyway, if a currently active duty enlisted Soldier attends WOCS as a PCS assignment (due to AWOBC follow-on) , and they are eligible for FSA-R (dual-mil separated by orders), does that time at WOCS not count as part of their FSA time due to it being considered an IET school?
Volume 7A Chapter 27 does not have language to support this, but I have been told it is the case by the local finance office, without reference.
If it is true, since dual military members are sequentially entitled, would it be a matter of having both members apply for FSA with one only receiving it during the IET training portion, or would a better solution be the member who did not initial PCS filing for FSA continually, even if they are the lower ranking member? Chapter 27 only references if BOTH members receive orders at the same time that the higher ranking member will receive payment. There is no language beyond that for who should receive payment (that I have found).
Background for the question: I have already had finance tell me I should have applied as FSA-T, which was signed by my CO and promptly kicked back by the same finance office, who told me it should be FSA-R and that multiple blocks were incorrectly marked, in addition to the time at WOCS not being included. Now I am questioning their reasoning for saying certain dates are not covered and I want to have as much information as possible to avoid embarrassing myself twice.
If anyone has an references for this, I would greatly appreciate it!

Update for anyone curious: I called finance back and was able to talk to the main supervisor. I verified what they had said regarding WOCS not being eligible for FSA. The words were “WOCS is like Basic, so you do not receive FSA.” I asked where it said this and they did not know.
I pointed out the regulation stating otherwise regarding WOCS being eligible for FSA-R and was told to submit a payment inquiry. I’m now going to delve into that regulation (never had to fill one out in six years) and send a payment inquiry form off along with the FSA-R form in the meantime.

Local finance office is temporarily closed other than emergencies. I just happened to catch the supervisor on the way to a meeting.
I am looking specifically for a regulation that discusses the applicability of IET pay constraints to FSA. That should not be a local finance issue and hopefully answerable by someone in that particular field.
