Why would my promotion from 1LT to CPT be stuck on 0 days and “awaiting assignment to scroll” for over 2 months?

Good afternoon, I have been looking for answers on this for a while but my promotion from 1LT-CPT has been stuck on 0 days and “awaiting assignment to scroll” for over 2 months. Any reason why?

P.s. I’ve already asked folks at my unit.

The only thing I can think of is that it has not been scroll by your State or the NGB as a whole. It is my understanding that it has to be scrolled by the State/NGB then sent to Federal to be scrolled. If it is at ZERO, then I can only guess that your info hasn't been scrolled by the State/NGB. Any further guidance COL Randall Cudworth?

At every step it typically says 0 days until it is actually moved to the next step, or returned.

Same here. Mine has been saying the same since late April/early May
