It depends on your PBO. Some allow the S4 to have that freedom and flexibility and others don't. Check your PBO's SOP

Para 3-18
These [lateral] transfers are made when there is excess property in one organization and shortages in another, or when equipment is withdrawn from the ARNG or USAR and transferred to the active components. Lateral transfers will be made when approved by, or at the direction of:
a. For organization property. The lowest level commander over both units involved if in the same component (Active, ARNG or USAR).

My currently unit gets everything from the PBO. If the S4 wants to initiate a move they have to send up a request. In one of my previous units we were out own PBO, giving the S4 the freedom to dictate transfers with in the battalion.

SSG (Join to see) - You have to consider that in most cases the items on your commanders property book are basically hand receipts from the brigade commander who delightes the responsibility of accountability to the PBO. However each organization varies in how they maintain accountability, especially for the ANRNG (which I'm a part of).

SSG (Join to see) - Yeah, the ANRNG is a special kind of different but in this case, it should be relatively the same. I had a PBO in Hawaii and 2 other duty stations that forwarded this responsibility to the S4. This is the first PBO I've had that held that responsibility close to his shop. I couldn't find information that supported the transfer of BN equipment at the BDE level so I was curious.

It depends on who the Commander has designated, per AR 710-2. Generally, that's delegated to the PBO as part of their appointment. The CSDP tables, however, put the authority in table B-3, Parent Organization, instead of table B-2, Property Book Officer.

Also, check local policy; US Army Reserve Command specifically identifies PBOs as having lateral transfer authority.
