That document spells out under what conditions a prior service can be accessed back into the Regular Army. If your job is not on the ps business rules then you won't be coming in. The PS business rules outline everything. Honestly best chance you have of going. Active duty is taking a rank deduction from your unit and being able to reclass as long as you have less then 36 months active federal service time. Rank if I went active the only thing I could find for sure was if your N. C. O. School was the same legth as active duty I could keep my rank. But Obama killed that with his budget cuts.
