I've been in the position where my FLL has given me kudos for my initiative, but had to counsel me for the boneheaded mistake I made. Time and resources will also dictate whether or not you do only as you are told or the other two. In the field, during a training exercise is not the time to implement new ideas unless you have previously discussed and rehearsed with your squad/team/section.
