Form 368 - What happens if I change my mind on switching from reserve to active during the process?

Since then I have changed my mind on my transfer to active. So I am wondering what is the "point of no return" I don't know if the release was ever approved or probably post-poned. Considering it gets approved, can I just never bring the complete form back to my recruiter? It's a conditional release, meaning you are only released on the condition that you enlist in another branch.
