Sullivan-Chief of Staff, United States Army, was commissioned a second lieutenant of Armor and awarded a Bachelor of Arts degree from Norwich University in 1959. He holds a Master of Arts degree in political science from the University of New Hampshire. His military schooling includes the Armor school, the Command and General Staff College, and the Army War College. He has served in a variety of Command and Staff positions including four years in joint and allied assignments. His overseas assignments include four tours in Europe, two in Vietnam and one in Korea. General Sullivan also served in assignments on the Army Staff in Washington, DC, including a tour as the Deputy Chief of Staff for Operations and Plans and the Vice Chief of Staff of the Army. General Sullivan has commanded at platoon through division level. In United State Army, Europe, He was assigned 3d Battalion 32d Armor as a Captain and later served as 1st Brigade, 3 Armor Division Commander. Gen. Sullivan later served as 3d Armored Division Chief of Staff and the VII Corps Operations officer (G-3). Subsequently, he served as the Assistant Commandant of the Armor School at Ft. You&#39;re going to get the usual question, and mine is no different; Officers are charged to LEAD the Army. NCO&#39;s while we also LEAD the Army, we&#39;re charged with MAINTAINING it and keeping Army intact, ready to fight two wars at the same time, and any standards that are available are met and exceeded. Sir:<br />1. Officers cannot lead when the environment given is a fail before they begin. You cannot challenge a new CPT as a CDR to lead from the front when the BN and above staff spends more time in CYA mode, or making bogus demands on lower commands that all know make no sense or just cannot be done.....but they get done at the cost of the troops. How is that mentoring the future? How can you mentor ANY young officer when they know ONE mistake, and it&#39;s time for TAPS? Been through the Zero defect Army once before and it was a disaster then, as is now. How can you prepare the officer corps when even now, you read senior GO&#39;s saying officers need to take more risks to get the mission done, THEN say officers need to implement more discipline. You can have both, but in quite a few cases, the first one to accomplish the mission, can lead to a serious problem with the second....depending on who the senior CDR is and how they feel. We shouldn&#39;t have blind officers hampered by ambiguous rules. Put the rules in place, make them clear and easy to understand plus implement, stand back, let em rip. If they fall, pick em up, counsel them, and tell them try again. We have your 6...NOT the dagger in your back, six, buttocks, and your 214. <br /><br />2. NCO&#39;s. Much the same as the officers except in this one, there are TWO hands in the pot, and one can override the other based on perception. This has to end. Not with the two hands, but the perception. Make the rules, allow the NCO&#39;s to enforce them, and when that fails, take them to the side, and explain the rules to them, and how they relate to the situation....NOT jump in based off your personal opinion that could kill the career of an otherwise excellent and rehabilitative Soldier. Perception(in many cases today) is also known as Sequestration and neither are in any leadership manual I&#39;ve ever seen. Let the NCO&#39;s maintain, let them guide. Most of the best leaders in the history of the Army were NCO&#39;s, but don&#39;t get the recognition they deserve, but are good not getting it. Set them free, and stand back. The Army will grow bigger and stronger...but we don&#39;t. I think of my fathers Army; you&#39;re Army, and see the NCO&#39;s back then had much greater leeway in how they dealt with troops, both good and bad, and they had a greater impact beyond the uniform and PC&#39;ness of today. I don&#39;t want the violence they used in some cases to come back, but the stern discipline, REAL Esprit de Corps, the REAL morale that is seen not heard with a fake &quot;Hooah&quot;. A new(er) Army is emerging, and it&#39;s not the Army you or my father had, not the one I originally had (I was &quot;new&quot; Army in 94), but I had the leaders from Nam for me. The leaders for these men and women are being shown the door leaving us hollow, and a joke of where were were just 16 years ago. As a PVT - SPC it was RARE to hear a NCO say they were getting out for money even with Clinton&#39;s 15yr early out (not to say it did not happen regularly, just not in front of the Joes). Not a day goes by now where someone isn&#39;t saying or doing it, not for the actual money, but they know there is no more stability in serving. Lots of love to give to the Army....no love back.<br /><br /> Sir someone needs to stop the madness and bring the Army back. No more one million slide powerpoint presentations, no more &quot;awesome&quot; technology symposiums, no more &quot;latest and not so greatest&quot; life saving equipment that only works in one theater just to be pushed to depot and we STILL have to pay for it. We need to go back 30+ years and reinvest into Soldier programs that support the Joe and Jane, not the defense contracting firm. Make the officer and enlisted BELIEVE in the Army beyond the next promotion board/assignment/sequestration board. Sir at your point and level in life what can you do to make change in this? The flag community is not large and you all know each other. What can you do to help? Apparently at our level no one listens. Recently a female Officer has been put into Command of the 3rd Special Forces (SF) Battalion. This is a prestigeous command that normally is commanded by a SF QUALFIED Officer. In your professional opinion, what are your thoughts on why the Army would put a Non-SF Qualified person into Command of a SF Battalion? Have the SF Battalions had other Non-SF Qualified (Male) Officers Command their Battalions? Also, how does it benefit the Army or Special Forces? I&#39;m not asking these questions because I am totally against this concept, but rather I would like to know why, the reasoning for, and the benefits this decision has on our SF Units. And yes, ARE we selecting this person because she is a FEMALE and the Army wants to be politically correct? Is this concept of being politically correct benefiting the War Fighter? Is it making our Combat Units more combat effective? Do we want the best qualified or are we leaning/caving in to political correctness? I understand the concept of Management; and the concept that a Non-SF qualified Female can manage a Battalion similar to a Non-SF qualified Male Officer. But does it not take away from the &quot;Special&quot; in Special Forces to have a Non-SF Qualified Officer Leading/Commanding its Battalion? Are there plans in the Army&#39;s future to put a Non-Ranger Qualified Female (or Male) in command of a Ranger Battalion? Many of us Retired Soldiers are trying to understand this concept. My question is this, given the fact that we in the Army have realigned and restructure our forces, in my case Aviation CABs, is there more we can do to remain flexible and less compartmentalized among our Army Branch lines thereby preparing our Battalions and Brigades to establish some form of integration within deploying units? One example of this is in how the Marines established MEUs, a complete fighting package that is unified and deployable, having trained together and integrated in garrison. Our aviation CABs seem to be rather plug and play but not integrated until in theater many times. Additionally our Brigades seem almost excess when you could place our battalions under a Combined Arms Brigade. Thank you for your time. The Question is what motivation did you have to replace track vehicles with wheeled vehicles. There is ample data for the German Army WW ii, the British Army that supports tracked vehicles over wheeled vehicles in a combat environment environment. The performances of the Stryker in Iraq and Afghanistan have been problem prone both in combat (i.e.. the rather humorous bird cage RPG) defense to under performance of engines and and the 105mm variant It would seem that the Army and Marine ground forces have made an unsatisfactory decision here..
