RALEIGH, N.C. (WNCN) – Gov. Pat McCrory signed a bill Tuesday aimed at ensuring that National Guard members can protect themselves in the event of an on-duty attack.
McCrory signed HB 371 just after 11 a.m. at the North Carolina National Guard Joint Forces Headquarters in Raleigh. The bill allows National Guard members to carry concealed handguns and also allows victims of terrorist attacks to take out civil lawsuits against those who perpetrated the crime.
“We must fulfill our obligation to protect those who protect us,” Gov. McCrory said. “This law will give the National Guard the tools they need to keep themselves, and the public, safe.”
The bill comes in the wake of the deadly attacks on two military recruit and reserve centers in Chattanooga, Tennessee that killed four Marines and one U.S. Navy sailor on July 16.

"Another piece of historic legislation was signed on the NCNG Museum's Field Desk this morning, with Governor Pat McCrory signing HB 371. This bill allows service members with conceal carry handgun permits to carry on State property. This permits us to protect you in the event of another terrorist attack. The bill also allows victims of a terrorist assault to sue for damages."
I can't be more proud of being a North Carolinian. Our Governor, Pat McCrory, is beyond awesome and had our best interest in our mind. This will let North Carolina National Guardsmen carry their pistol if they have a CCW Permit into Armories and other state training areas. KUDOs to NC and the GOV.
Just to add to this only those authorized to will be able to carry concealed. It will require an endorsement for each soldier from the State Adjutant General.

Dear Army, Navy, Air Force, Marines: You're behind the ball on this one. NG's trumped you. Up your game.

What we need is to get it where all veteran can do the same as long as they haven't got any felonies or drug charges
Before I can stand behind this entirely I would need to read the details of the Bill. Like anywhere else in life, if you blindly allow anyone to carry a concealed firearm, even within the military, there is a huge chance that its going to blow up in your face. So unless this only applies to those with CCL's issued as civilians I don't think its the best idea. Be honest, there were soldiers you had that you really wish you could not let them have their service rifle.. let alone carry a sidearm. Also, what additional threat assessment training are these guardsmen receiving?

If you cant trust guardsmen with firearms then you can trust no one. A standing army without declared war is unconstitutional and militias (the guard) have the rights set for by the Constitution endowed by the creator to bare and maintain arms. If they aren't efficient with a rifle they don't need to be in uniform

There might be Soldiers out there that you personally think cant handle a weapon. But look at history, almost all incidents that have happened on post was commited by an E-6 or higher.

It's up to you square away your Joe's, if your not proactive in doing so then you are not ready for combat. When these questionable soldiers are in combat then the stakes have exceeded the worst case scenario. Learn to take initiative and fix the issue or you are just as guilty. Remember, this is steam environment, not a me atmosphere. We have already put measures in place, screen all legal carriers, gate check, vehicle check, personnel check and gear check before duty, during and after. If you are not cleared for or do not have a permit then you will be arrested by MPs and charged. Accountability PVT., accountability .

We had a soldier downrange that was so dumb and any other label of incompetence you can apply that we took his firing pin.
