Graders need to have current APFT? I can not find it in writing but have been told that for 22 years. Is it true? Where does it say that?

I like to deal in regs and not conjecture. IF I can not find it in writing how can I enforce it. I had a unit give a APFT and the entire situation made me shake my head. The unit had been in the field for 3 days, and just returned to home station. It was Sunday afternoon. Three cadets gave an NCO the test, no NCOs or Officers present. When I went to grap some regs for the 1Sg's counseling the only thing I could find short notice was that you are required to have 4 personel to administer the test.
