Has any Gulf War Veteran ever received a Silver Persian Gulf Veterans National Medal?

The U.S. Mint was supposed to Stamp, and Distribute a 90% silver "Medal" and give freely to all Persian Gulf War Veterans or Families of the Deceased who served in the Gulf Conflict. These Coins were paid for by the sale of the bronze coins as well as donations to the mint.

Never knew about this silver-minted medal and certificate of authenticity. I do remember the "Cold War Certificate" that qualifying folks could apply to get. I have one. I also remember the rumor that Gulf War veterans were to receive an authentic gold medal from the Kingdom of Saudi Arabia or Kuwait, but I thought the US Government would preempt that from happening.

UPDATE -- Here is the full story (cut and paste into browser) 'CQ Press Library House Approved Coin, War Medal Bill.' My apologies as the link does not bring you to the needed site only the general site.

It is the Congressional Quarterly and shows the debate over the Commemorative Medal. Sadly, that bill was not fully enacted, likely due to a belief that Persian Gulf Veterans had 'received enough' already. Yes, a number were available in bronze but the full allotment was never produced.

I hadd never heard of it until now. The state of Alaska recognized DS/DS vets with a silver coin and certificate. I don't know if this information is accurate or not since it was from 1993.
