However there are still two points which puzzle me:

[1] Is having a "limited impact on alleviating the overall crisis" better PR than being in the position where the ISISites are able to say "See, they SAY a lot of good things but they don't DO anything - and that's because they just DON'T CARE about you.";

and

[2] exactly how big a number is "could have" and what is the definition of "serious"?

Where the report appears to go wrong is that it doesn't appear to make any distinction between the refugees who have been vetted and approved for relocation and the people who simply smuggled themselves into Europe.

While I do appreciate a "worst possible case if everything goes against us" analysis, I don't generally confuse them with a "most likely case" analysis.

Capt Seid Waddell - Captain; out of the 12 alleged terrorists I seem to find that only one of them has actually been convicted. Do you know something that I don't know?

I do note that a part of the problem in Bosnia was the fact that the "Christians" were involved in an "ethnic cleansing" of the "Muslims" and that BOTH sides had been declared "terrorist" organizations at one time or another.

You might also note that only a single one of the listed 12 was involved in a "terrorist plot" against the United States of America.

BTW, have you discovered the link to "Islamic terrorists" involved in the Minneapolis shootings yet?

I was interested in the following quote.

They were in Europe as the Paris attacks unfolded,” said Chairman McCaul. “Sadly, our fears appeared to be confirmed with the news that at least one of these terrorists may have infiltrated Europe posing as a Syrian refugee, and there are signs that there may be more.”
Despite all the assurances from DHS and the Obama administration, it could only take one or two ISIS recruiters to sneak in with the refugees to open pandora's box in regions of this nation.
I am glad to learn that Chairman McCaul introduced H.R. 4038, the American Security Against Foreign Enemies (SAFE) Act of 2015, "which would put in place the most robust national-security vetting process in history to ensure terrorist do not exploit our humanitarian programs to enter the United States."
