I can tell you that I know 1st hand that a CIF facility didn't have "ANY" record of RFI issues from many units due to the contractor being fired and purging its records. We are talking millions of dollars in equipment. That particular CIF told Soldier they could leave the gear with them (No hand Receipt) which was quickly laughed at.
