So I did a CULP mission to Brazil last summer. CULP is a pretty easy program to get into as long as you are not on bad terms with cadre or the program alike.
In September/October the application for CULP opens up on the Army Cadet Portal and you simply fill it out and send it in. Depending on the year you will get a response in November/December on whether or not you got it.
Now it will depend how many slots your brigade gets for CULP, but as long as you are a good cadet there really isn’t any other precursor to it.
One suggestion I would say for you is to bring it up to your cadre that you would like to apply so that they are tracking it and so that they can help you when they get any information from the brigade level on the CULP information.

Hey there. I also want to do the program and actually really want to go to Brazil. What year did you go? Also, was South America your choice? I'll accept any information and help that you can offer! Thank you!!

Criteria listed in general terms. Application itself likely clarified what’s what. http://www.cadetcommand.army.mil/culp.aspx

Recommend you start this inquiry with your class advisor.

Just curious: Where you looking to go to study?

Cool. Keep us posted. I know there are a few former ROTC advisors and CO’s that should be able to respond here.
