We got it all worked out with our EUCOM HQ in Germany. Thank you for the input everyone!

I have a Soldier who is scheduled to attend ALC on Saturday. His government travel card account was closed and they will not open it back up. My unit is only paying for his rental car and he is not able to get the 18 MTSA line of account linked to his DTS account due to not having a goverment travel card. Is there any way I could use a CBA for the 18 MTSA line of accounting in order to pay for his airfare and per diem?

Background: We are stationed at RAF Molesworth in the UK on an Air Force base. All of our support personnel are Air Force so we have no S3 and they only Army non-intel personnel at this base are two 42As and that's it.

The only ones that can approve a CBA is your DTS manager or your RMO usually someone in your BDE level S4

Additional: the NCOES should have coordinated the DTS authorization long before now.

1st: all service members are required to have a GOVCC.
2d: you have to be supported by a higher Army HQ.
Your Soldier must apply for the GOVCC ASAP. In the base there has to be a SATO travel for official travel. They might be able to get you some advice. Also, ALC pays for lodging and meals are provided for BLC, ALC, and SLC.

He currently techincally has one but citibank closed the account and refused to open it until 60 days had passed. We have a SATO travel at a base that's an hour and a half away. We finally got it worked out. We had to work with EUCOM headquarters in Germany to get him his CBA.
