Has anyone known anybody that has been through RASP and Regiment, and then gone to SFAS and got their long tab?

Sure, there are plenty of Rangers who have done a few years and Regiment and then went to SF. Regiment will give you a solid base to build on and be successful in the future. They are not a natural progression from one to the other, and the mission sets, culture, and training mentality or approach are nothing alike. Ranger Regiment is like a scalpel that does one thing very, very well. SF is like a multi-tool that gets used for everything. Ranger Regiment is significantly smaller, with only about 3000-4000 personnel. SF by comparison has about 24000 green berets. This isn't an estimate, these are the actual numbers published by the Government Accounting Office. Both of these are entry level special operations units. So, you don't progress from one into the other, you progress by applying to other places like JSOC or an SMU.

I've seen a number of guys around Bragg with Scrolls on their right shoulders and both Tabs on their left.
I also saw a guy going through RASP 2 with a Long Tab. I don't know if he made it.
