To get out a if a fenced unit is literally going to take a lot of work. It stops HRC from putting you on orders to go anywhere or to do anything but if ur thinking about reenlisting and getting duty station of choice then go ahead the fence wont stop that, I had Soldiers I know that reenlisted to go where ever they wanted to go and we are fenced in because we are deployed. You will not PCS until the fence is lifted . However HRC still cut my orders , but my CSM deferred my orders 4 times . So just choose a duty station and wait is my best advice. Good luck with what ever you choose. I've also tried that crazy ACT when looking for spots they "may" be open, but both haven't worked for me yet. I wish you success though.
