This recommendation is based on my experience securing a 2x7 mile oil refinery.<br />I would suppose that you want a top-notch long-term performance throughout the shift from your team. This is setup for an 8 or 12 hour (we used 12) shift. <br />The photo below is what I would recommend for a watch center as shown in your photograph.<br /><br />Each Shift, Ten people - Two supervisors and eight personnel in two man teams . I also recommend LCpl Donald Faucett&#39;s comment below, &quot;No food or drinks permitted. Raise the desktops and remove the chairs.&quot;<br />1. Run your folks in shifts in front of the monitors on the numbers large group monitors have one person in front of each.<br />2. I would switch the personnel in pairs of two left to right, from station 1&amp;2 over to stations 3&amp;4, after 1 hour minutes at each pair of &#39;main&#39; screens to keep &#39;fresh eyes&#39;. Then the screenwatchers would rotate &#39;out&#39; to the Patrol/On-break Teams. Three Area Rotations per shift.<br />3. Using your photo you should have four screenwatchers on duty with two personnel on breaktime and two personnel acting as a team roving patrol.<br />4. The above rotation would allow for a immediate backup of one team (the team on break) after returning to the screen center for face-to-face and get in-the-know leadership.<br />5. I would have two watch supervisors that were not on screen stations- one to command the security center at the CMD (command screen) and one to lead the backup team.<br />6. Practice, Practice, Practice your immediate action drills. <br />7. All teams should be cross-trained and every shift should be trained the same and checked by two pesonnel - Officers that have the &#39;Authority to Enforce&#39; corrections and make changes that are &#39;outside of the watch shift structure&#39;.<br />8. Recommednations on &quot;force level&quot;.<br /> a. Two overall Officers/Commanders<br /> b. Six Supervisors<br /> c. Twenty four Screen Watcher/Patrollers<br />9. The &#39;off-shifts&#39; are never off-site.<br /> a. The &#39;after-shift&#39; (the two supervisors and their six personnel), that were used as the IRF (Immediate Reaction Force, two 4-man vehicles).<br /> b. The &#39;next shift&#39; (the two supervisors and their six personnel), were sleeping &#39;on call&#39; and were the SRF (Support Reaction Force, two 4-man vehicles).<br />10. This structure provided for 372 days of 24/7 security which handled 190+ incidents of which the IRF reacted eight times with the SRF being bounced out twice.<br />11. No penetrations, No casualties (ours anyway) and No Lost Production.<br /><br />Hope this helps. <br />Use what you know.
