If you can find out where the hold up is, that can help you identify if you need to file a complaint.
Not sure what the comment about E5 slots has to do with it, though.
I'm a BDE S1 for NG and we are seeing CR requests pretty regularly right now, with the call to active duty. Withholding an answer for a long time in the hopes that the Soldier gives up is something I have heard to many times too dismiss.
In my experience, it is the squeaky wheel that gets the grease. IG is an option, but ensure that you have expended the CoC option before going there. It may just take a little commander engagement to get the answer that you're looking for. You signed a contract and have an obligation. An IG complaint would only help if your request was sitting at your S1 and not being forwarded up for approval. By your statement it seems like its already at the level for approval it just has not gotten sign yet. Reach out to your 1SG and Commander and see if you can get a status on your request. If they can give you no information then maybe you can contact the IG but exhaust all your chain of command options first. If the packet is just lost in someone's desk, the IG may be able to get it kicked loose. If it's stuck in a bad system? Please bear in mind that the IG works for the Commanding General, and when the Commanding General rates all of the people involved in the fouled up system ... it can get messy (and you will get nothing from them). A better option is to simple write your Congressman. The communication is protected and Congressional staffers deal with issues like this all the time.
