Have I been incorrectly awarded the Army Overseas Service Ribbon (within 24 month period, 2 mo 3 day & 8 mo 8 day deployments)?

Check the regs. When I was in, you could receive the bib on for accumulated time from short deployments, with a day in the first and last month covering the full month, e.g. depending upon the start day 60 days could equal 3 months

There are several ways to earn the OSR without completing a 12 month tour. Only the personalist can check the records to see if you qualified. At one time I had 3 OSR last week it dropped to 1 when I had to validate my ORB. I has 3 for the last 12 years. It’s all a mystery.

Possibly, but don't look a gift horse in the mouth. The problem is this - the OSR, per the reg, is awarded for completing a normal overseas tour. So, what's a normal overseas tour? Well, the reg doesn't tell you so you have to dig into the ALARCAT messages for awards on the MILPER website. There you find one which says a "normal overseas tour" is at least 9 months long. If you still have a guilty conscience your can ask your battalion admin guru (you know, the E7 or E8 who knows all the answers) and see what they say.
