I look at this list and have to wonder at the criteria. Four out of the top ten have some of the highest taxes and real estate values in the country, which adds up to a high cost of living.
And the reason that houses are cheap in Muncie is that it has about 70 miles of corn fields between it and the next sizeable town and the only thing in town is Ball State.

Looking at their map, I don't think so! What may be the "best" for someone based on statistics, may not be the best for someone else, who looks at reality. . . . . and as mentioned earlier, who determined the criteria? Gather 1,000 people and the criteria will be different 1,000 times.

Florida is the only one lately that hasn't been in the news with "weird" weather, fires, floods, snow ect... that's where I'd go
