Specifically, are they JUST your ACTING supervisor, or are you actually assigned to a position that makes them your rater? <br /><br />I haven&#39;t personally been rated by sister services Officers, but several of my peers have been over the years. It is also possible to be rated/senior rated by civilians. It is not uncommon in joint &amp; interagency assignments. <br /><br />This can be problematic, as each service has a different evaluation (they would use the ARMY one to rate you, but are going to be familiar with a different one) and a different culture and language surrounding them. Your rater may need education to ensure that the evaluation that they write is interpreted by the Army as they intended. Knox KY, attached to (Don&#39;t remember the unit), Ft. Belvoir, VA, further attached to PERSCOM, Alexandria VA as a Liaison between the two units and career manager for branch. My rater was a LTC assigned to PERSCOM with my senior rater being out of USAREC. It actually made sense because it was the LTC that I reported to on the daily basis and not USAREC.
