In the situation described above, how would you handle the situation for your report card? Is there a precedence for this situation? Does that supervisor have the authority to write your NC/OER? Or do they simply write a Letter of Continuity and pass that along to someone in your unit to complete the NC/OER? Any experiences are welcomed!

This was years ago...

Army Career Recruiter assigned to USAREC, Ft. Knox KY, attached to (Don't remember the unit), Ft. Belvoir, VA, further attached to PERSCOM, Alexandria VA as a Liaison between the two units and career manager for branch. My rater was a LTC assigned to PERSCOM with my senior rater being out of USAREC. It actually made sense because it was the LTC that I reported to on the daily basis and not USAREC.

SFC Adamek, thank you for your response! That was a perfect situation and Im surr they worked out some Memorandum of Understanding/Agreement to make that happen. You either had a great chain of command or you had the foresight to create your own Rating Scheme either way that is a perfect outcome and something that I dont believe units take into account as our forces become “modular” in today’s joint environment

It depends on the details of the actual assignment. Specifically, are they JUST your ACTING supervisor, or are you actually assigned to a position that makes them your rater?

I haven't personally been rated by sister services Officers, but several of my peers have been over the years. It is also possible to be rated/senior rated by civilians. It is not uncommon in joint & interagency assignments.

This can be problematic, as each service has a different evaluation (they would use the ARMY one to rate you, but are going to be familiar with a different one) and a different culture and language surrounding them. Your rater may need education to ensure that the evaluation that they write is interpreted by the Army as they intended.

Sir, thank you for your response! I have, for the majority of my career, been in some very non-traditional settings as my MOS was never designed to work within a Division but was structured as a detachment paired with an area. I have seen some unusual rating schemes that don’t necessarily fit the regulations but were accepted, viewed by boards and deemed well enough to continue promoting individuals. I myself have been rated outside of my unit several times in my career and have still made it to the Senior NCO ranks. I always believes these report cards would end my career but, it seems as if not everything is governed by regulations and that there are as in law “precedences” which must also be taken into consideration. In the instances I find myself in anither situation in which I was loaned to another unit as a Advise Assist NCO because of my expertise in logistics and maintenance but I did not receive a 4187 to the unit so my parent unit should still write my report card but had no contact with me for 6 months. I have received a Letter of Input/Continuity to either close out my rating period or continue for an annual and that is how I remedied my situation.

As prescribed by AR600-20, Garrison Commanders are rated by one of the IMCOM Region Directors and Senior Rated by the Senior Commander of the Installation you support.
