Yes. There was a black LCDR assigned to the old Second District headquarters in St. Louis in the early 1980s. When I lateraled to the USCG from the Army in 1983, this man chose to drop me one rank when I came aboard, something that should never have happened. The man had an immense image issue. He was very short in stature, actually reminding many of us of Sammy Davis, Jr. His daily demeanor was anything but nice. Everyone knew why he was never challenged or called into his superior’s office and told to shape up. He was so despised by nearly everyone at 2nd that, when he retired as an O-6 full captain, no one offered to plan his retirement ceremony. He had a short five-minute presentation with the admiral in his office, attended by a total of six people. Then it was the front door. No one was there to use a full hand to wave!!!

You report it higher, you keep a low profile, and you have witnesses for any possible confrontation.

Yes. Stay low, do your job, document everything (you may need it when it is witness time for the IG), never argue, and know that one day, “this too shall pass.” Some people are just natural born bullies.
