The only way to get paid is to keep nagging until you get it. I wouldn't say do it everyday, but keep asking until you get paid. Just make sure you keep an eye out for it. Because if they accidentally over pay you or something they will get their money back as soon as they can. With any special pay they usually take their time getting it you you. Unless you have a solid admin section that doesn't try to bone you. It may reflect the next time you go into pay status, but i'm sure you have already been back in pay status since then. I'm guessing you already covered yourself with the DA Form 1380? They should pay you under RMA pay. That is how I got paid and it definitely didn't take as long as you have been waiting. If you can get your squad leader to contact S1 and check the status of pay. If you have S1's contact information then you might wanna contact them directly. RMAs and ADAs are there to pay Reserve Soldiers for duty outside the norm. Talk with your FTS person and S1 to generate the paperwork. Too easy, but many do not understand how it works. Google can help as well. Most Brigades require a memorandum from your commander and an official RMA request document. Also routinely funds are depleted so any requests can be delayed for months depending on when the budget gets re- established. So I would definitely at least bring up the issue every BTA until you get paid. I'm going to address a couple of points here.
A. It is mandatory(Army wide. AD, NG, USAR) for ALL enlisted Soldiers to complete their appropriate SSD to be eligible for promotion. Why wouldn't you be jumping at the opportunity to complete and be ahead of your peers?
B. Each new Training Year money is allocatated for EBDL courses. With the current budget restraints that are being put on us some things are a priority and some HAVE to take a back seat. So with that being said at the time (7 months) the money may have been available, and maybe it wasn't.
C. Why did you HAVE to take time off from work? I'm not buying off on that you had to take off from your civilian job to do this. I've had Soldiers spend a hr or 2 a day working on them and getting them finished fairly quickly. I've also had Soldiers come to my Armory to work on them during their off time. I've also had Soldiers stay late at drill and work on them. Yes that is true they won't be getting paid for it, but I also explained to them that money is tight, and they may not get paid, but the benefit of having them finished will PAY off for them in the long run to get promoted ahead of their peers.
D. I have a 41 Soldier Platoon. Of those 41 I have over half that are complete. Of those that are SPC and below 4 have been promoted to SGT, 2 to SSG, and 1 to SFC over the course of 3 years. Ive only been able to get 3 paid, and that required a lot of aggravating phone calls and emails. Key point there is I tried my best to get them paid, and if I couldn't I explained to them why. Did they like it? Nope, but they also understood the problems with funding because I kept them informed. As for getting paid, it boils down to two facts...1) If funds are available....2) The proper paperwork needs to be submitted. More than just the cert needs to be submitted. The cert, a memo and another document or two need submitted as well. The best place to find out what documents are needed, talk to your finance and admin sections.
