This may sound a bit far out but I think it's a good idea. Here's why:

Availability - It's increasingly difficult for the states to obtain drugs for executions. For some reason, we apparently don't manufacture them here and the European companies that do don't want their product used for executions. I think they're a bunch of sissies but these are huge, multi-national corporations, not small, Christian bakers so they should of course be allowed to refuse service based on their moral scruples. All sarcasm aside, businesses should not be forced to serve anybody and we have no jurisdiction over Europe anyway. Using heroin avoids this issue.

Price - Nothing in this world is free but in the case of heroin, we've already paid for it by funding the cops. The heroin's there, just sitting in evidence lockers and it'll go down a toilet once the case it's evidence for concludes so why not make use of it?

Quickness & Painlessness of death - A recurring issue with capital punishment is the seeming inability of the states to humanely execute the condemned in a timely fashion. Heroin completely avoids this; we've all seen the reports of junkies who OD'ed being found with the needle still in their arm having died almost instantly. Wouldn't that be the ideal means of execution?
