Sure sounds like it, at least on the surface of things. When (/if) this happens in the USA, we'll have to take the threat more seriously. I'm sure our law enforcement and intelligence agencies are doing everything possible to stop things like this, but one or more are bound to slip through the cracks and have their day, as it were.

I think those who feel that the police should not have military hardware, need to take heed when you see this occurring. I can't see this being resolved through negotiations.
