How am I seeing advertised vacancies that claim Key Development Positions for LG officers in the USAR that are not Command positions?

It's been more than once I've seen a USAR LG vacancy in my mil mail for an O3 position advertised as a KD position that is in the realm of S4/OIC and not a Command Position. Am I reading the wrong PAM 600-3. The ONLY path I understand to CHECK the KD box for LG and QM is:
1) A command slot that is a UMR command billet for 12+ months
2) In the rank of CPT at the time of command
3) Have completed LG CCC prior to taking command

That scenario is the only way I understand to check my KD box, and I verified this with my Careers Management Office for LG, but I did so two years ago.

Did something change? I can't find it.

LG Branch DA PAM 600-3, 23 March 2021 states "The only key development (KD) for a captain is company or captain-level detachment command"...along with everything else you stated in your post. I'm not a loggie so someone more qualified feel free to chime in. Maybe re-attack with your branch manager.
