I can't really speak for how the laws work for the Philippines, but they have something similar here in Thailand. I, as a foreigner, had to prove to Thailand that I was not married to get the marriage license, and to have our marriage recognized by the United States, my wife had to prove she was single.

I don't recall that exact term. But i'm pretty sure it was part of my wife's fiance visa process along with all her other background investigations.
I knew more than a few guys who married their already married Filipina bride or found out just before their nuptials.
I'd say it would be a good idea to get one. More red tape to go through, less headache in the long run.

Agreed PO1. Unfortunately, it doesn't shield you from other forms of headache.

I'm not sure what this is. I met my Filipino wife in San Francisco, but had to send her back to the PI in order to be able to legally marry her. She had to prove she wasn't married there (she wasn't), and that's all I remember about it. I don't recall anything like a CENOMAR.

SN Greg Wright, based on what PO2 Ed C. just posted, your wife's proof that she was not married WAS the CErtificate of NO MArriage Record!

LTC Stephen C. - Well stated so plainly I guess I feel a little dumb, lol. I guess maybe it was called something else in the early 90's. I can tell you, Colonel, that today, I certainly WISH she'd been secretly married, that they'd caught it. Alas.
