Visit a USMC Recruiter. Some countries are barred from enlistment, and there are citizenship requirements. Foreign languages are often needed. Here's an unofficial and an official link, but there are plenty more. Call or email the local Recruiter and they will screen you over the phone or net and go from there.

Typically as long as they're a legal resident of the United States, they can join any branch as an enlistedman. I'm not sure about officer corps but then again I wasn't an officer so take that with a grain of salt. I had many soldiers that got their naturalization fast tracked through military service. In fact 3 of my soldiers became US citizens during a deployment to Iraq. We had to take them to the embassy for the ceremony.

If your friend has his heart set on the marines, I would suggest talking to a marine recruiter. I know the Army will take them so long as they have a clean criminal record, meet the minimum ASVAB requirements, and are a legal resident of the US. Clearances are more difficult as I believe citizenship is required or at least makes it easier. Good luck to your friend.

In addition to the previous comments already made, I’ll add a couple of things:

1. Citizens of friendly foreign nations who are (or are eligible to be) legal residents of the USA are generally welcome to enlist, provided that they meet all of the other requirements (like physical fitness, education, clean criminal history).

2. Non-citizens may not become commissioned officers, just as US citizens may not be commissioned into another nation’s military.

I’m from England and just enlisted in the army unless you speak multiple foreign languages you may be able to apply to the MAVNI program if not you need your green card then you can enlist but not all mos will be open to you and you won’t be able to get ts clearance for 5 years

551 card holders sign an open contract and can not ship for 365 days. People on visas van not join at all.
