Yes. The question is how likely the probability is. Which, the answer is very unlikely. Going from one RFX to another has better chances (still unlikely) than going from an RFX to a non-RFX. Especially if the RFX unit they are currently in is short on personnel. Unless the much higher/bigger bosses initiate and complete the process, I highly doubt it will be approved at the unit level....if manning is already short. The RFX "specialness" is at the approval authority above the commanders, and how the subordinate staff processes transfers based on the direction of their supervisors.

I personally slipped out of an RFX unit because someone didn't process it per "policy" (they processed it per the reg), and before the denying authority could actually stop I already had orders to my new unit, and my COL's covered down for me.

Now, if the first approval authority for soldier in question is merely a Company CO and the gaining unit is merely a Company CO it might go entirely unnoticed.

This might work in your case.

I had an MTOE of 128 personnel but 180 on the books. I was awash in 92a's stacked as many as four deep on the UMR. So if a skill level one 92a wanted to make a move it was never a big deal. I would process the transfer, and if higher asked me just what did I think I was doing I would let them know I have 30 more 92a's than the MTOE allows and as long as it wasn't an NCO they generally didn't care. RFX units require a little more to be transferred out of. All you can do is get all the paperwork per the PAG and submit it through S1. It's not that much different from a normal TPU to TPU transfer. If you have a good relationship with your CSM and can make a strong case that transferring will benefit the gaining unit more than causing harm to the losing unit, you might...might be able to get the CSMs to try and use their influence. I was able to make a voluntary transfer from lower tiered RFX unit to a non RFX unit to serve in the First Sergeant position. Not only did I have to convince my CO and BDE CSM that the transfer was beneficial (I think being in a lower readiness tier helped), but I required GO approval from MACOM. This was largely expedited by the CSM support chain going up paired with dogged determination by myself and my unit leadership that supported the move.

BLUF: Command support is vital, CSM influence will be invaluable and the slot held in the unit are all critical factors. The only thing standing in my way was my BN CDR. But once I explained to him that I was not going to reclass and that I found a career progression slot he ok'd my transfer. A deployment and career progression spots are the easiest way to transfer out of RFX units.
