You just have to do the international dialing.

First dial 011, the U.S. exit code
Next dial 49, the country code for Germany
then the area code (2–5 digits)
and finally the phone number (3–9 digits) Response by MSG Private RallyPoint Member made Jul 29 at 2019 5:16 PM 2019-07-29T17:16:33-04:00 2019-07-29T17:16:33-04:00 PFC Private RallyPoint Member 4861285

Now heres the other question do i listen to my UA or the retention over there that told me to just contact him when im on ground Response by PFC Private RallyPoint Member made Jul 29 at 2019 5:27 PM 2019-07-29T17:27:07-04:00 2019-07-29T17:27:07-04:00 LTC Private RallyPoint Member 4863873

You can probably just wait until you get on the ground in Germany. Do you have orders yet? Contact the UA and/or Unit Commander and let them know your situation with your move. Just try and communicate whenever you can, so the unit will know your status.

Depending on when your orders were effective, you might even be able to make up some drills if you need to if you'll arrive before the end of FY19. If it's after OCT 1, then you can't make up the last year's drill dates.
