How can I determine if I am going to be considered for promotion on the FY21 SFC Evaluation Board?

On Saturday I received two emails saying that I was going to be on the FY21 SFC Evaluation Board Evaluation, that I need to ensure my board file was good and to certified NLT 2020-10-13. I then received and email yesterday saying that I was removed as a candidate from the FY21 AC SFC Evaluation board as verified by the last four digits of my social. I talked to my S1 and they told me that as per MILPER 20-193 dated 21 June 2020, I do not qualify because of the BASD criteria 30 Jun 00 or later, My BASD is 2 Feb 00. However a new amendment came on 20 July 2020, changing the BASD from 30 Jun 00 to 31 Jan 99 by this amendment I do qualify now. I am just confuse now, I received two emails on Saturday that I need to prepare for the FY21 board then on Monday that I was removed from the candidate list. So what is right? I took the milper message with the amendment to my S1 but he told me that they must be a third new amendment publish but I cannot find it yet on the most recent MILPER Messages. I hope some one can help thanks, can anyone help?
