What did the JFV consist of? RE3 just means you need a waiver verifying that the reason you were discharged isn't still an issue.

I've been trying to get back in for the last 4yrs with an RE3 (family hardship, received full custody of my kids) and just now found a recruiter to process the waive for it. If you haven't been to the recruiter lately I suggest you head down and make a visit because the rules and regulations have changed for prior service. Now is the time to get in.

The hardest thing you face is finding a recruiter that's willing to do the extra paperwork involved with the waivers. Most only want new recruits, took me about 4 different recruiting stations to find one. If you're still having issues you can look into upgrading your RE code with the Army Discharge board, about a year wait and unlikely, but that is an option.
