How can I get a wrong RE-code fixed in the DOD system when my physical DD-214 shows the correct code?

My physical DD-214 shows a reenlistment code of RE-3C with honorable discharge. Even though a 1A code was recommended by my command.
Whoever put it into the system, put in the wrong RE code and it's shows an RE-4B.
I seperated from the Marines with the intention of joining the Navy. Got through MEPS and was ready to sign the contract when they found the 4B code in the DOD system. From what I've researched an RE-4B code has to do with drugs but I've never had any drug related issues or used drugs.
I keep getting the run around from everyone I've contacted. I was eventually told to fill out the DD Form 149 and send it to the Navy Board of Corrections. Well I was told about a month ago that the DD Form 149 is for after 15 years. There is a DD Form 293 that I can fill out and send to the Navy Discharge Review Board.
Does anyone know if this is the right road to take? Is there something else I can do? I've constantly been going in circles because nobody knows how to fix it.

Requests for a change to a Navy reenlistment code must be submitted first to the Bureau of Naval Personnel (PERS-254). Following a response from BUPERS and depending on how long you have been discharged from the Naval service, submit a request to change the RE code by writing to the Board for Correction of Naval Records

Get an SF 180 and follow the directions. There is probably a DD 215 that over writes your DD 214 that is producing the code on Other systems.

The DD form 149 is the right one. Not sure who told you that it's for after 15 years but they probably mixed up that the TIME LIMIT is 15 years. Once you submit it they should get back to you in about 6-12 months with the correction, if it's warranted
