I got promoted Aug 2014 into a new unit. But I moved across county with active duty spouse in September 2014, so I never drilled with them, just RSTed. I got transfer into my current unit in March 2015, due to taking 4 months to do a transfer. But my current unit is saying my old unit has to write it, even though I never went/ meet anyone but the UA. I wrote my NCOER 5 months ago and just wanted someone to sign it. I got one person..1st LT.. telling me that I need an extended annual. One person.. 1sgt telling my section to sign it.. and my "sfc" saying my old unit has to sign it. I have pulled the regulations and asked more people including spouse what I should I do. Everyone is saying something different and I am at a lost for how to get this settled... everyone is butting heads now I need to know to get my NCOER done.

The unit that owned you from [login to see] 03 owes you a change of Rater report for that period.
That is the right answer.
The less right answer that will solve the problem is an Extended Annual report that goes from your last thru date to 201603 with 12 rated months and non-rated code Q for the remainder of the time.

First, you shouldn't have written your NCOER you may have written something more or less then what you've done. If you got promoted into a different unit and never showed up, then there is really nothing they can write about your performance. From the looks of it you have unrated time. Moving forward, when you fall between rating periods, your losing units should have done a letter and not an NCOER. I'll post once I have more concrete information from my G1.

Old unit is responsible, the suggestions from other members are right on point. Use the chain of command and go to IG or congressional only if necessary.
