The CSP has a couple of moving parts that have to be done in parallel. Have you completed your TAP yet? The CSP counselor (or whoever briefed that portion during TAP) should have covered the approval and processing of the packets. I haven't dealt with one in over two years, so the process might have changed to a universal one, but each installation (or at least region) had their own process.

As part of the CSP process, you'll submit your leave request (DA31) through IPPS-A. You COULD attach the CSP packet to the leave request, but I would only do that if you know for sure that is how your installation wants it handled.

If you're just at the beginning, heard about CSP and want to do it as part of your transition process, contact your CSP office on your installation or contact your appropriate regional coordinator*.
------------------------------------------------
* CSP Regional Coordinators and CSP Process overview - https://home.army.mil/imcom/index.php/customers/career-skills-program

Career Skills Program :: U.S. Army Installation Management Command

HQ IMCOM manages and executes the Army’s Career Skills Program to prepare Soldiers for civilian employment upon completion of their military service.
