All the documents and promotion criteria are settled prior to the swearing in. I forgot to bring my college transcripts and because it was my ship day as well there was no time to get them. I did not get the rank for college but my MEPS Recruiter explained how the ABCMR works for Soldiers that enlist and do not get what they are entitled to at enlistment because of ommissions of fact, inadequate paperwork and sometimes even just because of the rush atmosphere. After I got to my first unit I had 1SG, CSM, SSG, 1LT and CPT all tell me I was screwed and I should just accept it as a lesson in life.

However, they were expressing Conventional wisdom but also wrong. MEPS screw ups and Recruit oversights at enlistment are handled by the ABCMR typically. In my case I made an appeal to the ABCMR (Army Board for Correction of Military Records) and they backdated my rank, gave me backpay, and I had orders from a Two Star General to pin the next rank on immediately. Needless to say my Chain of Command was in shock at the orders that went around them vs through them.

All because the MEPS did not setup the rank for college deal in 1984 because I did not have the transcripts at that moment. I have no idea if they have authority over ACASP (I would guess they do if it involves rank or pay for experience) but if it was a MEPS screw up and it involves correction of rank, pay grade or pay and I was in your shoes I would research it via Google Search using terms "ABCMR to fix ACASP" or something to that effect. Really all you have to do is write a 1 page appeal on the ABCMR website, no harm or foul if your wrong they will just tell you so in a letter after an investigation. Do you mean that you enlisted in the Delayed Entry Program and are waiting to ship out to active duty? Have you enlisted into the Reserves and assigned to a Reserve Unit? Or, have you already completed training and currently on active duty? Need to know that to answer your question.
