According to AR 600-8-19, Chapter 3-18 c (1), it looks like computer based, non-resident training courses CAN be worth promotion points. Chapter 3-18 is pretty extensive, so I recommend reading all of it just to be sure. It looks like there are conditions attached to how many points in total can be earned.
