He has studied more military structure and military models than most of us, I think.<br />He proposed a modification of the German General Staff idea to make us more efficient, and better at long-term planning. Basically, he made the point that our current Combatant Commander model drives short-term, reactionary, high cost way of doing business. CCDRS are responsible for the warfighting and planning in their theater, but the Services do the organize/train/equip function. Gen Pace's plan would be to assign both sets of responsibilities in a Joint General staff...allowing a common, long-term acquisition and training plan based on long-range global threat and the National Security Strategy.
