If so, just file online, with a Patient Advocate, or a VSO. If you are still on Reserve Duty, you just need to be aware that you will get docked your duty time from any disability payment.
I did most of my service as National Guard/Reservist. I had a historical record of hearing loss until my last military physical when I was rated H-3, given a permanent profile and had to get a DA Waiver. Didn't have any problems with getting VA to treat or rate me. If you need it claimed as a disability and you are pursuing a percentage for it thats one thing. If it is referenced at all in your medical records you have a shot but even if it isn't start a claim. You can use an advocate like a VSO to help with it.

As for treatment if you are eligible for VA healthcare just bring it up to your PCP and get the ball rolling.
