How do I approach my NCOER after getting promoted just before my thru date, my supervisor moved into a new position, and I barely know my PL?

Im promoting to SSG on July 1, 2021. My thru date for the NCOER is August 14, 2021. My direct supervisor got move to another staff oficce and i have a new Platoon Leader that i barely know her. How can i approach this situation? Do i need to be rated as SSG?

Speak to your S1 NCOIC to ensure you are properly rated. If your rater moved internally he can rate you for the period up to the month he transferred. If 90 days remain between that rating and your promotion you will receive another for that period. Your situation is very normal and nothing to be concerned about. Whether your leadership is new or not has no bearing, you are rated on performance, perform and your new NCOIC will rate you appropriately.

That’s where a change of rater NCOER comes into play. Your direct supervisor SHOULD have done one before he/she moved positions.

Your rater only needs 90 days to rate you. You should always provide all your accomplishments to your rater throughout the year. One very easy way to do this is to open your own NCOER support form and plug those in throughout the year.

You don't need to have your through date to August you are due for a change of rater. Alternately, you could have an extended NCOER.

That's about all the easy answers I'll give you because as an S1 the people in your unit will be coming to you to answer these types of questions. You will be considered the subject matter expert in your unit for NCOERs, Platoon Sergeants and First Sergeants will be coming to you with these same questions. Evaluations are one of the core competencies for HR and this will be your bread and butter once you're the NCOIC of a shop. You will need to check out the regulation and the DA Pam. I also recommend some of the FAQs on the HRC website and getting onto S1Net. I highly recommend getting into your local AGCRA for the outstanding mentorship that's available in most chapters.

Without more detail, sounds like you need a change of rater on a 2166-9-1.

The S1 should have directed that you receive a change of rater NCOER. If this didn't happen then talk with your 1SG.

If your rater has changed then you are due a change of rater NCOER. You should be rated as a SGT up until the month your rater moved.

Make sure you fill out your support form, and format each item so as to properly fit into an NCOER. Since they barely know you, human laziness will likely lead them to copy and paste from your support form. It's basically an easy way to write your own evaluation without actually writing it yourself. Never underestimate the human propensity for taking the path of least resistance.

SFC Private RallyPoint Member has excellent advice. You should always keep a list of your supervisor's expectations for you and your accomplishments against them. If your supervisor didn't counsel you as to his or her expectations, you should have a list of accomplishments during the rating period. If you haven't kept a list, make it now. One technique is to go back and check your saved e-mails to get dates and results of projects you might have worked.

I'm not completely familiar with Army reporting. It seems to me your supervisor's reassignment should have generated the requirement for him or her to report on subordinates for whom he had at least the minimum time of supervision. Maybe an NCOER is in the works. Check with your previous supervisor.
