Find that paperwork and you should be able to give all the proof that you need. If you do not still have your hard copy of this paperwork on hand, go to your online OMPF and it should be there. But it was never used for retirement calculations , but was actually (sometimes) used for in-grade requirements IF you were taking a skills course which granted entry at a higher beginning pay grade (such as SP6-Specialist 6).
