Most places will prefer for you to email it. If you don't have access to a scanner, use a PDF app on your smartphone, such as Evernote or Jotnot. I scanned a copy and emailed it to the Rally Point email address I found on this site. All Veterans should have a copy saved on their computers. If you don't have a scanner or all in one printer there are apps that will let you take a picture of a document and convert it to a PDF. Having SSN Redacted is a good idea.
