If you’re Guard it doesn’t go by MOS strength, it goes by unit strength. If you want to reclass you’ll have to talk to your retention NCO. If you’re transitioning from active to Guard, I’d contact a Guard recruiter in whatever state you’re shooting for. They should have an answer, but if not, they definitely should know which office to contact. You could also try your friendly National Guard recruiter...cuz, well, they are doing their darndest to fill those pesky understrength MOSs.
