how do i get a rank that i didnt get due to type of unit i was in?

i made cutoff score for E-6 in MOS 68F in March 2001. at that time i was in a OH-58D(i) squadron. i was told that i would get my promotion because i was going to be reclassed to 68S ( i think ). i never received orders for that, and got out in May of 2001. what are my steps to fight this if i wanted to rejoin in the Guard?

I was caught up in this when I was active. I got promoted as a 68F and then involuntarily reclassed as a 68S. I had to work with MILPO/CSM involved to keep the promotion though. No idea if you can do anything now since it was so long ago and you didn't get this squared away while you were in.
